Hanson should have asked himself: Is America's policy of garrisoning troops in major European countries so broken that it needs a drastic fix?

I think he was asking instead, A priori, is it a good idea to spend the time, men, and bounty on so garrisoning those troops?

A reasonable answer might be: a) It certainly was a good idea during the Cold War, for pretty obvious reasons; b) it may well still be a good idea because whatever the irritations and discourtesies of American troops in Europe, it's better than another cataclysmic war on that continent.
