I think smaller congregations are precisely the intent behind point two (Planting Churches) under the heading "The City: Christianity's Strategic Centre." Though I readily admit that I don't understand all the details, Tim Keller is encouraging people to start these new churches you mention in your post. As it is, attendees are encouraged to commit to one of four services at three sites and get to know other people who attend that service. They are also encouraged to become part of a small group.

I guess the difficulty is getting people to go elsewhere when they started attending Redeemer to begin with because they were drawn to Dr. Keller's lucid sermons. Eventually he will retire, however, and I guess that will test the success of the Vision Campaign's purpose. Let's pray that it works, and that these smaller congregations flourish.
