if u ppl are keen to build n build and progress, u should maintain every single member of the tropp at all costs, of course not to unreasonable lenghts..from my experience, some tom dick and harry just can be so useful to the troop when the time comes ie when we need people - gatherings.
also, some people pick up on scouting later in life, dont expect everyone to be interested from day one. From the past, many scouts who enter form 4 suddenly show interest and want to contribute.
All in all, maintain the number. forget the saying that quality matters 'exclusively' ,not quantity. becos sometimes u need quantity.
as a scout, i wished that during my time, non scouting activities were organised as well. "bonding" purposes. sometimes, hardcore drilling, IPC comps all the way and all the routine stuff dont win over the people. come on la, we're not in the army after all. perhaps like soccer comp between patrols, organise a trip to somewhere(leave out the scouting bit), have a BBQ and all these stuff bring people closer together. and in between fun activities, mix in the 'pure' scouting stuff. if i am still in PFS and if 8th south is like this, i'd be so keen to join.
