Couldn't agree more. The RFP pain has always been exacerbated by the knowledge that the questions and answers provide little value.
One more question maybe: "Why should we hire you?"

There's one more question any client needs to ask:
"How easy is it for me to make sense of your invoices when they arrive?"

The smartest client I pitched (an airline - who'd have thought?) spent a day with each agency on the short list, including lunch and dinner.
Answering the question "Are these people I want to spend a lot of my working life with?" is perhaps as important as any.
