I think that one of the reasons that Tzohar's policy was not to charge was in order to reach as many people as possible.

You misunderstood the change of policy:
Tzohar will be charging a registration fee from couples - 180 NIS. This will go to cover part of the office expenses (rent, salaries, etc.). None of the 180 NIS will go to the rabbis.

Tzohar won't charge membership fees b/c the leadership in Tzohar has admitted publicly that it is not a democratic organization opened to the public membership, but rather an amuta that is limited to a small number of Rabbis. This is really the seed of their inevitable demise - not opening up the amuta to lay membership and leadership. They essentially set up Tzohar as a modern orthodox version of the Roman Catholic Church...............
