I think the content of the blog matters the most. Plus linking the blog to popular forums and commenting on other peoples blog (like i am doing also helps. Good luck with your goals

You are right about the content. I only addressed content indirectly. An additional goal is to write 3-4 content rich posts about personal finance topics every week. I also plan to post something every day which includes guest posts, roundups, or non-personal finance info. The only metric I can think of to measure the quality of the posts is to strive to be selected by my peers to be included in roundups and Editors Choice sections of carnivals.
