Hi, I learned of your blog from Nasim Fekrat. I am writing from Lithuania. Our foreign ministry is accepting proposals to help develop Ghor province. The deadline is March 13, 2009. I seek partners in Afghanistan to help organize a "sneakernet" that would connect Ghor province with the rest of Afghanistan and the world. A "sneakernet" is when you don't have Internet so you put electronic letters and files on a USB flash drive and you physically carry them to the other place, just like regular mail.
