How can I persuade Ms. X. to reconsider?
Pay her, doctor up recipts, and submit them with your Teacher's Choice form.
Seriously, though, the time lag is unacceptable, especially since punishments must be meted out more or less immediately for them to have any effect on behavior. I wonder if Mr. Y will get to the call within the requisite 48 hours. Is that a mandate?

For all those years or months Ms. X has been helping you, I hope you didn't forget her at Christmas time and the end of the year. I have always given aids, secretaries and custodial worders presents (tips for the custodial workers) as my way of thanking them or showing my appreciation for helping me out. And considering their low salaries, it made me happy to do so.
As a result, they also go out of their way to help me when I am in a tough spot (making copies, getting supplies, moving furniture...)
Offer her $5 for making the call. Explain--or appeal--to her how it is not fair for the parent to have to hear a report 2 day later. Let her know that you appreciated her help in the past.

Bribery, huh? I guess that would work with the custodians. It never occurred to me to give them money. Of course, being so incredibly macho, I do all the heavy lifting myself.
I don't know if it's a mandate. I think it's just plain laziness and indifference, to tell you the truth. I've never applied for a per-session job, although I was drafted for one once.
Some people chase after those extra hours, but not me.

What does per session have to do with a Christmas gift? It's just common sense to know who the people are that really control a school.

Can't you just go around it and keep doing things your old way? That's what I would do until someone actually called me on it. This probably reflects my poor attitude, but seriously, that is ridiculous. It's nice that they have people paid by the school to translate for those who need it. But you don't.

Naturally, I'm with Taylor. We're rebels, man. Make it happen

I don't think it is a matter of being a rebel. No one in the school would care about who made the call but people resent being asked to do something for free when someone else is getting money to do the job.
There are things that I used to do for free that people are now getting paid for. I won't do them anymore.

However, I do get certain favors from people because I had shown them kindness and appreciation over the years. I can get copies made with a few minutes notice because the aides like me, and I don't abuse that privilege.
I was taught the first day I became a teacher that the principal and AP were not the people who really run the school.
Maybe I misunderstood the post, but I thought Ms. X was able to speak a language you didn't and that's why you needed her services. Of course I would expect you to still make your own phone calls in Spanish when you feel it appropriate. That's not being a rebel, that's common sense.

I'm gonna definitely have to work something out. In fact, after 48 hours, I still have no response.

It's kinda like, "the check is in the mail" attitude.
