There's a rumor going around that Mayor Moneybags is looking to tap Rumsfeld to replace Klein in a year or so. Rummy plans on restructuring the school system into a lean, mean fighting machine, overhauling the personnel system and adding "stop loss" measures to force teachers to keep working in SURR schools past their retirement ages.
What the hell, it's no less ridiculous than hiring an ex-admiral with no education experience to run a major urban school system and then taking what he says seriously, right?

I think Rummy would be more in favor of staying the course. He wouldn't call it staying the course, of course, and that would make all the difference.
He'd simply have the mayor make multiple statements about staying the course, have the press secretary state the mayor never said anything about staying the course, and then he'd stay the course, while denying vehemently that there is or ever was a stay the course policy.
Rummy's not the kind to cut and run. Unless, of course, he decides to cut and run in which case he'll cut and run and call it something completely different, involving neither running nor cutting.

Bad teachers have the following characteristics.
Failure to have class management skills.
Not familiar with the curriculum.
Does not have the respect of their students.
Cannot seem to get certified.
You can find plenty of these teachers in the small and charter schools.

Rummy would also keep the work force as is, even if calls from generals, oops! I mean principals asks for smaller class sizes.
I also hear the LA teachers have to wear little sailor suits. How cute is that!
But the story behind this story is how is this mayor going to work with someone he did not endorse.

Rumsfeld could fine good teachers. They'd be north, east, west, and south of Tikrit. He would know this because Colin Powell told him so and the intelligence is rock solid.
He would know that they are good teachers because that's one of the known knowns. There's also the things we know that we don't know, the known unknowns. Knowing that the have known unknowns helps us to know the unknowns that we do know, moving them from unknown unknowns to known unknowns.
And if all else fails, blame the press for not reporting the good things that are happening.
