Now that I've read the article, it seems that the state is withholding food to punish the school for withholding food to punish the students.
I see the point, but doesn't that seem bizarre?

It does, actually. You can't do that, therefore we're going to give you no alternative but to continue doing it.
I think, actually, they have to agree to stop the practice of withholding food or the food they withhold will be withheld until such time they agree to stop withholding it, in which case it will no longer be withheld, and they, therefore will no longer withhold it.
Very simple, when you think about it.

No, no- mashed potatoes, beans, and ketchup. That way you've got a starch (carbs), protein, and a vegetable (at least, according to Reagan). We have to have balanced diets after all.
