I have a friend who is APO (I know, an administrator that I am friends with--but he refuses to wear a suit or a tie) of a small school in Manhattan. When his school was first started, it was a wonderful place. He just told me that all the good kids are being channeled off to these new schools Bloomberg is creating, schools that are not taking special education students or ELA students. These kids are all attending his school now. With the influx of only kids with special needs, he has seen a decline in the population in regards to academia and discipline. The young teachers just don't want to be there and ae putting in their time until something better comes along.

All the money spent on reconfiguring big schools into small schools is money that could have been spent on adding capacity. Over five years they plan to spend $3.8 billion on restructuring space. The Mayor proudly announces he will open 40 new schools in September while at the same time his management report for the first four months of the fiscal year shows they have added 0 new seats.
