The stories about federal agencies delivering water aren't really news. News is something occuring that's out of the ordinary. A news story saying "the government is behaving as we would expect them to behave" bare qualifies.
On the other hand a city on fire, under water, and with people starving to death in the streets... IN AMERICA... is big news.
The news isn't that tanks are delivering some water. The news is that because tanks didn't deliver water for a week, we've got 10,000 dead bodies bloating across New Orleans.
The body count for this thing is going to top 9/11, and it was 95% preventable. The failures are much bigger news than the successes.

I'm sure there are successes and stories of families united and people who escaped just in time. We probably won't hear those for a whole. But, wow, the sheer numbers of dead and injured demand that kind of attention.
If you were to draw a pro vs. con chart, in this case, I think it is safe to say that the "con" side would win out.
