Presumably he'll be arrested now though? If not for flashing, then for throwing innocent ladies down staircases?? It seems like a particularly stupid crime - to randomly throw someone who could easily identify you down the stairs of the building you live in!
Or have I misunderstood? If was all very confusing!

You're not the only one who is confused. And yes, apparently the friend of the woman who got thrown down the stairs called the police. At least that's how I understood it.
