Updates are free and can be done automatically, so yes those sys admins are at fault here.

SOAP, updates are free? Of course. And if you're running a five user network, no problem. But ever tried to put a patching strategy in place for 10,000 machines? Even with WUS, it's not trivial work.

We do approx 600 machines where I work which is a lot smaller than 10,000 but it gets done.
