Thanks for the warning. Your blog is one of the most helpful I know of.
One suggestion though. Your screenshots are a little blurry because you convert them to jpgs. If you converted them to gifs or pngs you would find less distortion and a smaller file size.

I've tried a host of spyware removers, regedit and even going into recovery console to try to manually remove files. Spyware Soft Stop is never gone. It always returns. If anyone discovers a method short of wiping the hard drive and reinstalling the OS, I would like to know it.

I got the bugger! The file that doesn't go away because access is denied whenever a scanner tries to delete it is called notifysb.dll It will be in the system32 folder. You can't delete it, but can rename it.
I decided to run another scan(this time with Ewido Anti-malware), and attempt to manually delete files as they were found. I was denied access when I tried to delete notifysb.dll, so I tried renaming it. That worked. I changed it to crap.jpg, hoping that it could not run with that name. I then shut down, and used my Windows XP install CD to run recovery console. I typed del c:windowssystem32crap.jpg
and it was then gone. On some systems, the windows folder will be called WINNT.

I tried several of the suggestions that were given. And then I thought maybe if I create another account, I could access my taskmanger, which has been hijacked on the primary account, and then do the deletes. This seems to have worked; since, the popups and windows have stopped. However, I can't get control of the taskmanger on my primary account. Any ideas?
