Exactly - AFAIK the photo manipulation programs all share a lot in common, and the main issue is simply learning those concepts.
I recommend doing lots of experiments. E.g. palette-ize different types of images (photos, simple geometric shapes, etc) with varying numbers of colors in palette to get a feel for that. Save jpgs at different compression levels to get a feel for that. Grok the lossiness of jpg, grok the color loss of palette-izing, grok layers. Also definitely don't fall into trap of thinking you have to learn it all. You only need to learn what you need to do what you want... I sure don't know most of the stuff about gimp, I'm sure.
