Obviously, we'll never find out the actual answer to this. But I would bet that Wal-Mart explicitly had the 19th century use of company scrip in mind when creating this policy. Maybe it was a Mexican official who remembered back (probably fondly) to the Diaz dictatorship. Or maybe it was some bastard American lawyer who figured that company scrip worked pretty well to keep workers in line during the Gilded Age and so why not try to use it in Mexico. But I highly doubt this policy is any sort of coincidence.
