What about the prelates who were left out of the list?

It´s amazing that the Metropolitan Archbishop of Paris, Mons. Vingt-Trois, was not included in this list of new Cardinals.

Perhaps B16 has chosen to break with the pattern of always appointing Metropolitans of certain provinces to the College at the first consistory after their appointment.
