He's not really "looking in" anything. He's breathing on the Chrism as part of its consecration.
There's a funny story about a Chrism Mass in the old Rite that was being broadcast by radio. (This requires some knowledge of Latin to "get.") The bishop, likely at this point in the rite, accidently lost his glasses as they fell into the Chrism. He muttered an expletive (in English), which was broadcast on live radio. The commentator, without losing a beat, stated that the bishop just used the 3rd person present active indicitive of the Latin word to know, meaning that "he knows" that the Chrism has been consecrated.
Horribly funny if you know Latin (as you'd be able to figure out what the bishop actually did say!).
