Sea turtles are such slow-moving and gentle creatures. The man must have been caught on some rope or something...

Turtles are slow-moving on land. In the water, they are fast and strong.
And yes, I doubt the turtle attacked him per se, but I doubt that's much comfort when you're dragged underwater before you have time to take a breath, or smacked on the head with a flipper that's as big as your thigh.
