If only the gov't was so eager to spend money promoting life and families.
Unfortunately, some mean Central Europeans made that idea unpopular in the 1930s and 1940s.

I remember seeing a large sign outside a state hospital in India which encouraged men to get a vasectomy done, because the husband 'has a role in family planning too.' Aimed, of course, at poor families.
