Seems that he is not a fake bishop in the sense that he lacks a Valid Sacramental Ordination but rather it seems that he is in the Apostolic Succession of Mons. Pierre Martin Ngo-Dinh-Thuc who was a Roman Catholic Archbishop and who consecrated others as bishops without Papal Mandate and they in turn ordained and consecrated others as priests and bishops. This bishop is one of those who had been consecrated. But really who in the world would think Catholic Church performs baptisms in motels? The "unsuspecting immigrants" are just too nieve to be believed.

Though I'd always be a bit suspicious of a Super 8 Service, some Traditional Catholic priests in the 70's were offering Masses in hotel ballrooms. The Catholics that became the early SSPX and (the now-defunct) ORCM were chased out of their churches and didn't have anywhere else to go.
That was an irregular situation, of course. But some of the Trads in the 70's still set up camp in some pretty unconventional situations.
If this guy is part of the Thuc situation, that might explain it?

Firstly, of course the story may not be exactly true. Many stories abound to try to discredit such bishops. Of course 'sacraments' are freely given (with certain canonical conditions) but there are 'stole fees' or stipends (offerings - offen of fixed amounts) to be paid. Naturally, the priest celebrating a sacrament has to live , buy food etc. When a person requests a Holy Mass to be celebrated for their intentions etc he of course usually gives the priest a Mass Stipend - an amount of money to help defray the priests expenses etc As the holy Gospel says "A Labourer is worthy of his hire " and no less so a priest !
In the early days Lefevre's priests used to celebrate Holy Mass in Hotels and even Lefevre himself did so. Our Holy Father (not the first Roman Pontiff to do so) also celebrated Holy Mass in an American Football Stadium in New York !!!!!!
