The problem is that someone noticed Sept 30 as Ignatius Press's publication date for Caritas in Veritate and thought it was some kind of official promulgation date. This misundertanding got mentioned on a blog or two, then spread. More likely, IP, wanting to begin advertising the encyclical for sale in their promotional stuff, simply took a best guess estimate based on early rumors that circulated in the Catholic press in spring '08 that the encyclical itself would be out during the summer. IP added a few months to that, to account for publishing timetables, and said Sept 30. It was a mistake to take that as any kind of official date for promulgation.
