The Cardinal will obviously not be removed because of the potential scandal surrounding that action.

Cardinal Mahoney may indeed be removed, being only 71 and 4 years from resignation requirements. If he were, say 73 the Vatican could easily wait it out. But I do not know if they can wait another 4 years with Mahoney. They waited out Bishop Gumbletom who thought he was too much of a celebrity to be forced out into retirement.
Bishops have a near impossible job, and it is almost only by grace and charisma that they do well. We have had too many managers and not enough prophets. Bishops all too often think they are there to manage the 50 yard line of Catholic discussions; like a debate moderator.

Another question... If Mahoney is ousted, how do you solve the tangled mess he would leave behind in that diocese?

Well, well, well. How do you solve a problem like Mahony, Indeed? Perhaps we should better ask how do we solve the problems he leaves behind, whether HizEminence is ousted or when he retires.
Not only has he neglected his duty to pay special attention the vocations to the priesthood and missions as Canon 385 requires him to do, he instead ordains guys like this one as deacon.
Here's part of a doozy of a homily the deacon preached on Trinity Sunday, 2005. Maybe he thought he was the young man in Flandrin's "Young Man Beside the Sea."
