What I've heard on this was that the Conference of Canadian Catholic Bishops are still reeling from the World Youth Day debt and just can't afford the logistics for another papal visit to Canada so soon.

Did the conference get in any legal trouble? I know that there were problems caused by the number of pilgrims like sewers overflowing and flooding furniture stores.
