Is enforcing the law, intended to protect the citizens of the U.S., unjust? Is this 'just' an opinion of the bishops, or is it Church Teaching that's set in stone?

If you haven't heard . . . the DoJ has been testing out a pilot program which essentially asks illegals who have been Identified for deportation to turn themselves in. Through this program, they will not be arrested and immediately forced to go, but will be in charge of their own return to their country of origins under a generous timetable. The number of people out of 475,000 such illegals who qualify that have turned themselves in since the beginning of the program (May)? Six, count 'em, six people have voluntarily left this country. This is according to a report that I heard on NPR yesterday, who claimed that their numbers were from the DoJ itself. The bishops, it seems, are out of touch here. I say raid away. No good/generous deed goes unpunished. Who says justice has to be kind?

Yuck! horrible grammar in my above post. "country of origins" should be "countries of origin." Please excuse my abuse of capitalization too; I've been reading too much German.
