Interesting measure. I wonder if you can claim the child on that year's return (i.e. the year of the pregnancy), or on the following year's return. The blurb almost makes it sound like the latter, although the former is the arrangement that makes sense.
Some states allow aborted infants (even those who don't survive outside the womb) to have birth/death certificates or alternately, certificates of premature miscarriage. It's considered by abortion providers to be theraputic and to help with the mourning process.

This is a little sick. Besides the fact that stillborn babies are dead before they come out of the womb, they're being turned into a CASH INCENTIVE? If this was applied to abortions too, wouldn't it ENCOURAGE abortions and "stillbirths" among poor families?
To clarify for those who are concerned yet uninformed about this issue:
Bereaved parents carry their babies often to full term, only to have the baby die during or just prior to birth. About 50% of the time, after a full postmortem evaluation, there is no identifiable cause of death. The mother still has to endure, sometimes days, of painful labor and give birth to her baby.
At this stage of pregnancy, parents have, by now, invested in the baby's layette- the room, carseats, high chairs, and other costs. They have paid the hospital bill. Now, they must pay $3000-$5000 dollars to bury their baby. This is a state requirement and every state does (and has always in the past century) issue death certificates.
This tax break is to help offset the outrageous medical and burial expenses.
Please think before you attack grieving parents as "sick." It doesn't seem a very "Christ-like" position at all.
