This confused fellow is in fact Dmitrii Medvedev, the man nominated by Putin to succeed him as Russian president, which alters the issue a little, though means the picture is still very interesting: the real question is why is the (almost certain to be) future president of Russia standing beneath a photograph of the Holy Father, and what significance does it have?
