While its possible that an announcement would come this week, it seems unlikely. Normally the announcement of a consistory would be about 4 weeks before the date - in this case probably 24 November (day before Christ the King). That would make an announcement likely around the _end_ of this month.

After failing to name one voting Cardinal from Africa in his first consistory, he will almost certainly name a couple from that continent. Perhaps another Chinese? from the mainland?
Any guesses on any over-80 year old theologians? I would still love to see Msgr. Graham Leonard named Cardinal, if only to be able to send a congratulatory letter to "Cardinal and Mrs. Leonard"
Cardinals Daoud of the Syrian Church and Husar of the Ukrainian are the only Eastern Cardinal with voting privileges at this point - how about a Malabar, Malankar or Copt?

His Eminence Raymond Cardinal Burke.
That looks nice.

"Up to 16 could be named."
17, if the consistory is late enough in November. http://www.canonlaw.info/

I've heard that Burke won't get his red hat until after Maida retires. Then Detroit's red hat might be moved (back) to St. Louis.

Anon this time,
Detroit and St. Louis have had red hats simultaneously in the past. In my view, Burke is far more deserving of the red hat than the appeaser, Donnie Wuerhl.

Yes, but I would bet the Holy Father comes to the opposite conclusion. Everyone has a right to their opinion, however.
There is some thinking (though not universal) among eastern catholics that their Patriarchs should not accept the (lower) office of Cardinal.

I would be happy if the pope would create a Cardinal from mainland china. Maybe Bishop Li from Fengxian. At the moment there are many names for candidates around the world: names like archbishops Lwanga (Uganda)and Ndingi (Kenya)for Africa or Gracias (Bombay) for Asia, Scherer (Sao Paulo) for South America, Wuerl and O'Brien for North America.
As Pope Benedict told in the 2006 consistory, that he will return to the legal limit of max.120 cardinal-electors, and until November he therefore could create "only" 17 cardinals under 80 years, itīs very difficult to create two US-Cardinals. There are many archbishops around the world, who are waiting for the red hat. Here my personal list for the next consistory?
1. Lajolo, Giovanni (curia)
2. Foley, John (curia)
3. Comastri, Angelo (curia)
4. Marini, Piero(curia)
5. Wuerl
6. Cuquejo Verga, Eustaquio (Asuncion)
7. Vingt-Trois, Andre (Paris)
8. Bagnasco, Angelo (Genova)
9. Romeo, Paolo (Palermo)
10. Kazimierz Nycz (Warszawa)
11. Scherer, Odilo (Sao Paulo)
12. Martinez Sistach, Luis (Barcelona)
13. Souraphiel, Berhane-Yesus (Addis Abeba)
14. Ndingi Mwana'a Nzeki, Raphael (Nairobi)
15. Farina, Raffaele (curia)
16. Sandri, Paolo (curia)
17. Rylko, Stanislaw (curia) or Cordes, Paul (curia)
My favorites for the cardinals over 80 years:
De Magistris, Luigi (curia)
Laurentin, Rene (theologian)

Today the pope accepted the resignation of Archbishop Ndingi from Nairobi, so I have to change my list: For Ndingi I would nominate Archbishop Lwanga from Kampala. I also would add Patriarch Delly from Bagdad as another candidates over 80 years.
