This is another example of when things just went so wrong within the Church. Do you think the instruction was absent because of the defiance of bishops/priests or because of their reluctance to talk about sexual matters? Either way, this was a huge opportunity that went pfffft!

I'm afraid a lot of it was defiance. The rest was not fear of talk of sexual matters, but rather a fear of standing up to the laity, or a reluctance to be the bad guy and thus risk driving people away. (Oh, and just general confusion and waffling, but there's always somebody waffling.)
