This chemical is very reactive and will burn/oxidize very easily--The heat of reentry without an ICBM-type protective cone or shuttle-type tiles will easily ignite it well before it interacts with humans. If, as is not uncommon, it shares a structure with nitric acid, any mixing (eg. By impact with a interceptor missile) will burn it away even sooner.
