A small point: one is not "downgraded" from the clerical state to the lay state, one is returned to the lay state. Otherwise we infer a return to "Bellarmine's Pyramid" and lose touch with what the last Council taught us about the relationships between the ordained and the laity. One is not "higher" or "lower." One is "different," bearing different and diverse sets of responsibilities in the same Church.

I sincerely believe that Pope has granted lay status to former Bishop Lugo knowing well that Lugo will do some good for his people. I pray for Lugo and wish him to see as a bishop after he completes his five year term as President of Paraguay.
