I'd see no reason why a cell phone could not be blessed, though in receiving a blessing, a cell phone would not thereby become a sacred item. The Roman Ritual had (and I believe the current one still has, though I do not have a copy at hand) a "blessing for various items." Such a blessing would be more invocative than constitutive - that is, it would invoke God's favor and protection, rather than alter the nature of a thing.
In fact, if a cell phone is an occasion of sin for someone, having it blessed - and having a "holy picture" on the screen might be a salubrious means for breaking one's habit of sin.

thanks - and I'm a bit embarassed to have the "JCL" after my name here - I added it for a comment on some other site that was looking for a comment from a canonist and forgot to remove it. I'm proud of my degree and all, but I really don't wear it on my sleeve.
Well, except for the green piping on my pajamas :)
