Just for the sake of mentioning it, I brought the "Close all programs and log on as a different user" option and Network Neighborhood icon back by adding the "File and Network Sharing through Microsoft Networks" service through the Network control panel.

I can't help but wonder if network services were in fact where the problems laid to begin with...come to think of it, that's the one thing I forgot to thoroughly troubleshoot when I had this little episode two years ago.
