As for your problem with the NT 3.51 installer...
Since I've never installed that version of Windows, I can't say if it does or not, but NT4 and higher have an integrated disk partitioning utility. Is that what you were using?
I remember reading that the later versions of Windows 95 had downlevel FAT32 support. If you're using the FDISK utility that came with it, chances are you've formatted it as FAT32, which NT 3.51 can't read. I don't think that NT 3.51 can read NTFS either, so NTFS is out of the question. I don't know if they were using any sort of the HPFS system (which NTFS is based off), so I wouldn't try that either. My suggestion would be to find a copy of the FDISK utility fron a DOS < 6 bootdisk or install disk and use that to partition/format as FAT16.
