If it is indeed because the jack has been painted over, you may want to try cleaning the paint off the contacts with some sort of cleaner. If you need to find out if it is the paint, try testing the two center pins with a multimeter to see if there is continuity on the line. If there isn't, well, you may need to either bring up the situtation with WVU, or give in and get a mobile phone.

The problem seems to have rested with the phone and not the jack, since the third phone they've given me works fine.
