Oklahoma is populated by more than Indians. In the 19th century, many Southerners "crossed Arkansas" to live in the Indian Territories and in the Oklahoma Territory (which were combined to make the State of Oklahoma in 1907). After the GlenPool find at the beginning of the 20th Century, Oklahoma produced as much oil as Texas, and Tulsa was known as the Oil Capital of the World in the early 20th Century, not without reason. Turning Oklahoma into a new "homeland" for any non-indigenous group will be impossible. However, it is centrally located, which makes it an ideal distribution center for many companies. This attribute has also, in recent years, made it an ideal location for meth production and illegal importations of other drugs by air or truck from Mexico, which are then distributed throughout the country. Perhaps the "spy" really worked for the Russian Mafia, and was just looking for a distribution center.
