I followed the twists and turns this story took. This incident alone warrants an enquiry. No doubt it will be buried on page 277 of any future narrow remitted report into the whole Katrina affair. What a tangled web we weave....

I just began reading xymphora's referenced article from Voice of Aztlan "The Great New Orleans Land Grab" - referenced as one of the theories of what happened.
While many "inner cities" in the North, which have high populations of blacks, were founded in flights from the conditions of Jim Crow, I have been doing a little research which indicates that New Orleans - 2/3 or more black - is an entirely different sort of place. Black homeownership is high.
And not only that, they represent descent from the original European inhabitants from Latin countries, with the Anglos from other parts of the US being latecomers. And the immigrants from Ireland and Germany, mostly, came before most of the Anglos from the States, who look to have been a minority during the antebellum period.
Therefore, New Orleanian blacks have a unique position in their city. It somewhat resembles that of the black bourgeoisie of Washington DC, in which the mixed race children of plantation owners took up residence there, again in the antebellum periof.
In fact, I cannot help wondering if Washington DC is next on the hit list for clearances of black people. There is already a shoving match in the neighborhood directly behind the Capitol (which has a feel of the better and more gentrified sections of Harlem).
This is a big story - the bridge incident - which has been killed in what must be a cover-up. So easy to dispose of inconvenient bodies in NOLA these days.
Absolute power allows remarkable events to be buried in the landfill, doesn't it?
When I see the attempt to transform Washington DC into Salt Lake City, I'll know I'm right on this one.

This story really works to show me how you piece these things together Xymph. The leg work, informed guess work, speculation based on similar incidents and provisional conlusions-- all very helpful. Thanks for bringing us along.
As for the content-- can I just say that all this is so disturbing! In 2000, with the non-election of G.W. Bush the unthinkable became actual. Since then, I'm far more inclined to believe the unbelievable.
Dianne Foster, the info you've provided on the New Orleans demographics is an eye-opener. There were (are?) towns in Florida, like the one that Zora Niel Hurston came from...or Rosewood, the one they did that movie on, where back in 1923 the white folks went psycho and ran amok lynching people. I think white people need to take a long hard look at their shadow side and see how the history of racial hatred plays into their agression and fear.

Bruce: I relied both on anecdotal evidence of intact black families fleeing (as to Boston), accounts of neighborhoods of young black professional "strivers" being flooded and the following:
neworleans.areaconnect.com/statistics.htm
This site spells out information from the 2000 census
The population of New Orleans is 67.25% black and 28.05% white, with small percentages of Asians and Latinos in approximately equal numbers; the rest are Pacific Islanders, Native Americans, Inuits, etc. (in the tens of people).
Owner-occupied housing amounts to 46.55%; rentals amount to 53.47%.

I think this is a good example of a real smoking gun being buried under more exaggerated conspiracy theories which are actually red herrings. the three questions which one should try to keep separate are (1) who were the men shot (2) how did the helecopter come down and (3) how was the levee breached. My opinion is that the men shot were repair workers, the helicopter came down accidentally, and the levee was breached by the loose 400-tonne barge.
p.s. off topic but brilliant, from one of today's british broadsheets : "It will not be a crime to glorify an event that happened more than 20 years before, unless it is on a list drawn up by the Home Secretary."

Good morning children, welcome to Capitalism 101.
In case you showed up late here's the deal. We will run the place and if you don't like it pack your bags and go back to Africa. If you stick around, shut the fuck up and take the slave labor wages we will pay you, at least you won't have to grub around in the garbage when we build our new city with hotels and state of the art gambling casinos.
Tomorrow's lesson we will cover Mammon Worship 102 which does not include conspiracy discussions. By the way, if any of you smart ass students think your going to pull any shit with us, I'll have you know that mercs have been hired to enforce our law and capitalist order.
And next weeks lesson we are going to give a computer model demo of the potential destruction of the black folk in either Detroit, Washington, D.C. or Philly. We're now discussing which would give us the biggest return on our education.

You are correct in your theory that the "bombing" of the levee is disinfo to distract from the barge story and it's massive liability issues.
Look into who has controlled the barge traffic on the Mississippi since before the Louisiana purchase and you will find the source of the disinfo.

All existing accounts are wrong. The rapid evolution of stories were multiple attempts to cover-up the original report that came closest to the truth.
The individuals were DOD employees attempting to determine whether there was evidence to support concerns about levees being sabotaged. They were murdered by snipers/assassins.

Urban renewal they used to call it.
Those in the know call it Negro Removal.
San Francisco... the third biggest commercial district, the Fillmore, was primarily black owned.
Then the city decided to improve it. They sent in men with clipbooards who documented that the district was
beyond repair. Gave property owners pennies on the dollar (if that) and then bulldozed the core of the neighborhood leaving block after block of empty lots.
See the opening scenes of the movie The Last Waltz for a quick flash of what they neighborhood looked like after so called Urban Renewal.
Years later - these guys are patient - the developers came in an built high rises. Until the late 90s tech boom, they mostly sat empty.
Urban renewal... which means move the black people the hell out of our city.
Details of how they did it in liberal, Democratic San Francisco:

Five dead 'were army workers'
September 05, 2005
At least five people shot dead by police as they walked across a New Orleans bridge yesterday were contractors working for the US Defence department, according to a report by The Associated Press.
A spokesman for the Army Corps of Engineers said the victims were contractors on their way to repair a canal, the new agency said, quoting a defence Department spokesman.
The contractors crossing the bridge to launch barges into Lake Pontchartrain, in an operation to fix the 17th Street Canal, according to the spokesman.
The shootings took place on the Danziger Bridge, across a canal connecting Lake Pontchartrain to the Mississippi River.
Early on Sunday, Deputy Police Chief W.J. Riley of New Orleans said police shot at eight people, killing five or six.
No other details were immediately available.

If one takes the view that Bush represents an enemy within, then the Katrina event in NOLA takes on the logistics of warfare. However they twist and turn this event, the aftermath of the flooded levees is being handled as if the spoils of war.
If Bush declared War on the US and then proceeded as the Bush administration has it would be understood quite clearly that these are acts of war against the people of the United States. The shootings, the flooding, the prevention of rescue and other aid, the media blackout, foreign troops, Blackwater mercenaries, martial law, forced evictions, these are further acts of war.
The US invasion from the strategic lexis of the NOLA shipping lanes has begone; has anyone figured it out yet?

He always sought to destroy established neighborhoods and communities of the working class.
Black areas as usual were subject to excessive destruction. It is a form of churning, that produces profits.
Bernard Baruch said that a hurricane comes and produces destruction which produces profits, so why wait for it to come when you can produce it.
The American people are the target of our criminal class, this is why they built up the nuclear weapons; To use on us. This also is why there has been a long running intervention from the folks up above.

You are talking about ex-military and ex-law enforcement personnel.
You speculate that they want to kill other law enforcement personnel based on the simple fact that an early report from a disaster zone was innaccurate and was later corrected.

New Orleans is in an interesting situation due to the federal "laissez-faire" attitude from the get-go.
There are the horror stories, like cattle prods against the public, which will send them into the arms of the most stringent authority. CNN reports missing and exploited children (most, it seems, not necessarily victims of Katrina) while at the same time reporting the possibility of sex offenders loose at shelters. There is also the dilemma of a courthouse with evidence in criminal cases being so flooded that people will either have to be released or held, a la Gitmo, without charges (the legal precedents having been established for holding without the usual legal protections for the accused). No wonder Gonzalez was there with Cheney.
"Satan loves to fish in roiled waters".
But while everyone is quaking in his boots about the rank injustice and chaos, the financial shenanigans carry on. Poor homeowners' properties in the Ninth Ward and elsewhere - worth perhaps $150,000 - the family holdings of the working poor - are properties coveted by developers.
Half the lawyers of Louisiana have been flooded out. Some might cheer, others would be concerned about due process.

Diego,...I said no such thing. You assume that each side was actually aware of who the other guys were. I'm simply positing the notion that confusion occurs, especially in tense situations like we have seen in New Orleans. I'm not pointing the finger of blame for either side in that situation - simply pointing out from experience, that boots on the ground,...rifles-in-hand, unknown, potentially hostile situations can get,...uh,..."sticky". I'm didn't assign blame or malicious intent to either party. Relax Diego,....soak it up,....learn something, Grasshopper.

Refugees from New Orleans behind barbed wire in Utah
Posted on Wednesday, September 07
Utah's Governor Jon Huntsman has taken in some of the New Orleans refugees, at Camp Williams. Replete with barbed wire, armed soldiers with weapons at ready, police and sheriff with weapons at ready, and hell, they must surely feel right at home. In America yet. What bulls**t! Welcome To George's Holiday Camp
Here we go again.
The other day, I wrote about Katrina evacuees being taken to Utah with no prior knowledge of their destination, and that they were reportedly being kept behind barbed wire.......
And then there is that report I have noted in recent days of the 1,000 evacuees flown to Roosevelt Roads naval base on Puerto Rico's eastern tip. What of them?
Please send questions to http://www.Congress.org/ and media: Why are Evacuees Being Sent to Puerto Rico Against Their Will? The Katrina Evacuees are being treated like POWs behind fences, not allowed to leave with heavy military guard.
Please investigate and help these survivors of Katrina who are being treated like Gitmo detainees. They haven't committed any crime! The following article has a photograph of two very unhappy, oppressed and worn looking women behind orange

Welcome to the world of the Great White Plantation.
AN EMPIRE WITHOUT PUMPS! CONSPIRACY TO CONDEMN NEW ORLEANS
September 11, 2005 - 2:40pm.
ONE SHOULD BE A FOOL TO BELIEVE THAT 11 days after hurricane an Empire who has everything at its disposal to destroy and rebuild the world does not have pumps to drain a city. Why Bush is not getting the pump started and instead orders the occupation and pacification of the city. Don't you get it this is America not somalia, Iraq or occupied Palestine! Why there is conspiracy of silence. People in
New Orleans need to get back home and pump the water otherwise the city would be condemnned. They don't need guns they need pumps to pump the water out in the canals and not into the lake.
NEW ORLEANS PACIFICATION: It Is Declared an “Enormous Success”
FARHAT MAQUAMI
Why the news media does not pay attention to the fact that the Administration did not want to save New Orleans otherwise it would have got the pumps working rather than making it a city under siege. It is an occupied territory. Why an Empire does not have pumps to drain and save the city? Neo-Cons went to secure and pacify the city and not to save it.
“This place is going to look like Little Somalia,” Brig. Gen. Gary Jones, commander of the Louisiana National Guard’s Joint Task Force told Army Times Friday as hundreds of armed troops under his charge prepared to launch a massive attack to regain the city. They found only dead bodies and helpless people that private agencies and good Samaritans were trying to help. No rebels, no massive gangs looting the houses!
Right from the beginning this was not a campaign to save the city and its citizens, otherwise they would get the pumps working. No wonder they uprooted the proud people of New Orleans and changed them into refugees in their own land.

40 Dems ask Fitzgerald to to expand inquiry -- Administration's false statements to Congress
Sat Sep 17th 2005, 11:10 AM ET
Hinchey Leads Broad Congressional Coalition Calling For Expansion Of Plame Name Leak Investigation
Forty-One Members Of Congress Ask Special Prosecutor Fitzgerald To Examine Bush Administration's False Uranium Claims That Led To Disclosure Of CIA Operative's Identity To Determine If Additional Federal Laws Were Broken
Washington, D.C. - Troubled by what they see as violations of federal law that prohibit making false and fraudulent statements to Congress, Congressman Maurice Hinchey (D-NY) and 40 of his House colleagues today sent a letter to U.S. Attorney
Patrick Fitzgerald asking that he expand his investigation of who in the Bush Administration revealed to the news media that Valerie Plame, the wife of Ambassador Joseph Wilson, was a covert agent for the Central Intelligence Agency (CIA). Hinchey and his colleagues urged Fitzgerald, who was designated as special prosecutor for the case, to examine the causes behind the exposure of Plame's identity -- specifically, the Bush Administration's false and fraudulent claims in January 2003 that Iraq had sought uranium for a nuclear weapon, which the Administration used as one of the key grounds to justify the invasion of Iraq.
"In order to fully investigate the disclosure of an undercover CIA agent's identity, it is clear that you should fully investigate the reasons for that disclosure," Hinchey and his colleagues wrote to Fitzgerald. "As we outline below, we believe that members of the Administration may have violated laws governing communications with Congress with respect to assertions about Iraq’s nuclear capabilities. Ambassador Wilson’s efforts to publicly contradict these assertions seem to be the reason for the uncovering of Mrs. Wilson’s identity. It is very likely that you would encounter these assertions during the course of your investigation, and thus their legality should be
the subject of your investigation."
Between January 20 and January 29, 2003, the Administration made a series of claims - which are now known to be false - that Iraq had sought uranium for nuclear weapons from Niger. These claims were at the very core of the president's final
justification for war, and apparently were made despite broad internal disagreement over their veracity. Joseph Wilson then exposed the Administration's lies in his New
York Times opinion piece on July 6, 2003. The desire to discredit Ambassador Wilson is the nearly-universally accepted motive behind the leaking of his wife's identity.
It is fully possible that the Bush Administration's claims of an Iraq-Niger connection were illegal - especially given the venues at which the claims were delivered (including President Bush's 2003 State of the Union Address before Congress). That fact, when combined with the link bet

The Second American Revolution
The deployment of mercenaries in New Orleans is an act of war against the American people
by Mike Whitney

(Image: Blackwater USA Training Center, "Where Professionals Train," in North Carolina. Link.)
The deployment of mercenaries onto the streets of New Orleans is an act of war against the American people. It has been accompanied by the equally provocative order to strip the remaining survivors of their "legally registered firearms", thus depriving them of the 2nd amendment rights.
Who appointed Bush as God?
The safety and security of the city's people is now in the hands of armed militias who have no allegiance to the Constitution and whose relationship to the government is uncertain. These hired goons are not required to conform to "The Military Code of Justice" or to any legal and moral restrictions governing the conduct of military personnel.
There is no scenario, neither natural disaster nor terrorist attack, which justifies the use of paid killers on the streets of America's cities.
None!

Just because 10,000 journalists on the scene don't report something doesn't mean it didn't happen. There are things that go on below their radar, other things they can't source, and times they can't believe their own eyes. They are sometimes exhausted, frequently misdirected, coached, coaxed, pre-edited, edited, indoctrinated, intimidated and always on deadline. And they all cover the same little parts of the same big stories because they are herd animals--they can be led to water and made to drink.
After reading the Xymphora article do you think we got the real picture from 10,000 reporters in New Orleans?

The "shooting looters" stories struck me as false right off the bat. So, "looters" who survived a hurricane, haven't eaten for a week, and are probably dying from some disease, have banded together and are shooting rescuers? And for what reason, may I ask? What are they gaining from shooting rescuers?
I'm not saying I know exactly what's happening, but there are no looters shooting at rescue workers, use your head! Those stories were cover for any non-New Orleans residents shooting people!!! That is obvious.

It is because of people like you that racism still exist. Look around blacks and whites are still working/living side by side and doing their best to overcome the hatred that you are trying to breed just so you can cary on your hate for mankind

You had better look around. The hispanic population is growing three times as faster that any other race. Soon They will be the majority. They are taking over major cities all over the US and the jobs. So are you still going to try and blame the whites for your ptoblems then. Get educated and get jobs. get involved in your government and help fix it from the inside and not by making up excuses. The blame for New Orleans starts with the local govenmnet who were to worrried about losing their jobs and not getting nmoney in their pockets. It was the city's responsibility to have a plan to evacuate the city and provide food, water, shelter and security for the pepole. Not come up with a last minite get out of town notice and then lie about everyone being out. The had the means to evacute the poor, ederly and handicap. Did they do it NO. The desided to take care of themselves and leave everybody else to fend for themself. Only when the blame might come back on them do they start screaming at the Federal government and putting the blame on them. The mayor is the loudest. Note it was his job to ensure the city had a plan. Not just put every body in a dome. You want the federal government to get more involved. So be it they are not looking at changing the rules of use and engaement of federal troops in your backyards. I'll bet you will cry then too and try to put the blame someone else as usual. STOP POINTING FINGERS> GET INVOLVED WITH YOUR GOVERNMENT AND HELP FIX THE PROBLEMS> DONT CONTINUE TO JUST POINT FINGERS AND CRY> YOU ARE THE PROBLEM!!!!!!!

While I don't disgree with you "C", I think your arguments might have more credibility if you were to tidy-up the delivery of the written word. My notes (above) only highlight some of the errors as the grammatical errors and run-on and fragmentary sentences are too numerous to address here.

"For certain, the Danzinger Bridge is nowhere near the breaches nor should the industrial area be a magnet for looters looking for television sets."
The Danziger Bridge connects the Mississippi to Lake Pontchartrain via the Industrial Canal. The Industrial Canal was the location of a major levee breach. When almost all of New Orleans East was flooded, it was likely the only place people could take to get to the area on foot.
In addition, statistical data on ethnic makeup in New Orleans can be found at www.gnocdc.org.
Do some research.

The following article might be related to the above incident and shed some light. Not sure if it is related or not,..but certainly seems plausible.
"A possibly deadly incident involving Quinn's hired guns underscores the dangers of private forces policing American streets. On his second night in New Orleans, Quinn's security chief, Michael Montgomery, who said he worked for an Alabama company called Bodyguard and Tactical Security (BATS), was with a heavily armed security detail en route to pick up one of Quinn's associates and escort him through the chaotic city. Montgomery told me they came under fire from "black gangbangers" on an overpass near the poor Ninth Ward neighborhood. "At the time, I was on the phone with my business partner," he recalls. "I dropped the phone and returned fire."
Montgomery says he and his men were armed with AR-15s and Glocks and that they unleashed a barrage of bullets in the general direction of the alleged shooters on the overpass. "After that, all I heard was moaning and screaming, and the shooting stopped. That was it. Enough said."
Then, Montgomery says, "the Army showed up, yelling at us and thinking we were the enemy. We explained to them that we were security. I told them what had happened and they didn't even care. They just left." Five minutes later, Montgomery says, Louisiana state troopers arrived on the scene, inquired about the incident and then asked him for directions on "how they could get out of the city." Montgomery says that no one ever asked him for any details of the incident and no report was ever made."

KATRINA BRIDGE SHOOTINGS..Whatever happened to that story ...
Does anyone else remember the news stories about the shootout on the bridge where the police shot and killed contractors on the Danziger Bridge? What happened to that original AP story? The story seemed to change quickly with no cogent explanation, or any explanation, as to why? The Daniziger Bridge crosses a canal connecting Lake Pontchartrain to the Mississippi river.
The Guardian reported that the police shot at eight men "carrying guns" killing five or six. Likewise the Associated Press of Sept 4 reports "Earlier Sunday, New Orleans Deputy Police Cheif W.J Riley said police shot at eight people, killing five or six." Contractors were alleged to be the victims by spokesman John Hall.
'"The contractors were walking across a bridge on their way to launch barges into Lake Pontchartrain to fix the 17th Street Canal, said John Hall, a spokesman for the Corps.
Earlier Sunday, New Orleans Deputy Police Chief W.J. Riley said police shot at eight people, killing five or six.'
A report by the Australian also carries the original report of five military dead at the hands of police.
The original AP story quickly disappeared and was replaced by a version that included the fallen military men but rather that the police were now protecting the contractors from looters... contradicting all previous reports- This discrepancy was left unmentioned by the Mainstream Media who jumped on the cleansed version. What is it that the contractors were doing that would warrant an armed confrontation with police? While I do not, by any means, think this is the most major story of New Orleans it is highly unusual.
There are a host of Serious allegations that FEMA faces and go far deeper that the incompetence of Micheal Brown and any number of questions into their conduct arise:
Why did FEMA jam communications in New Orleans?
Why were vitally needed supplies turned Away?
Why were ham radio and short wave radio signals being jammed?
The story when tied to other of the happenings after Katrina hit New Orleans does beg serious questions.
I recently found a report in the LA Times that was run on the eighteenth of Septmember story.(full story here) Is this what passes as a cover story these days? From LA times. I found it on freerepublic.com hmm.... The writing itself is horrible...Can the LA Times really be this bad? One thing that pops out right away as being fishy with this story is that the Guardian Report above says they spoke to the police chief 'earlier Sunday' when he said that the police had killed five or six men. A Cop's Story says clearly that it was Sunday Night when he received the call 'for back-up'?

Reading through this blog entry and the comments, it's quite easy to tell none of you know much about katrina or new orleans in general. As a survivor of Katrina and a life long 9th ward resident of new orleans east, I was dumbfounded by the idiotic conspiracy theories thrown around. They make no sense at all. Why did levees fail? NO, not explosives, they failed because they weren't built right in the first place or because they were simply overtopped by surge (I have pictures to prove this). Why does the story change so much, because its a big cover up??? No, because it was in the middle of a disaster and communications systems failed(hate to say this but comm towers and 15 feet of water don't mix well) I know several cops who stayed here during the aftermath, and find it disgusting that you have the audacity to sit here and bad mouth the officers that were on that bridge or that stayed behind in this city. You all talk about civil rights/liberties and how everyone was begin treated horribly wrong ,but what about those officers rights to a fair trial? Have you forgotten about innocent until proven guilty? were ANY of you there that day, on that bridge? Have any of you ever been shot at before? I think not. Maybe they were wrong, maybe they were right to shoot those men, none of us personally know. When your life is in jeopardy, you react to the best of your abilities, and don't have weeks and months and years to sit and think about that situation as it's happening. You either react or you die.
also, why would the contractors want a n armed escort? Simply because the city had criminals freely roaming around. It's already an established fact that New Orleans has one of the highest murder rates in the country. They have some really bad people living here, and *gasp* bad people do bad things when given the opportunity they will not be caught. Also, its already stated that idiot thugs and gunmen were firing at rescue helicopters and at rescue workers for no real reason than to just cause further disruption.
Also, why would levees and flood walls be purposely destroyed??? To run off the "poor black" minority of the city??? Not really. The city is probably majority black, or really close to it. I'm honestly not sure at this time. Either way not a good reason. Simply because one of the areas destroyed by Katrina was the lakeview area of the city, which is predominantly white, middle-upper class families. If the point was to rid new orleans of minorities why would "they" blow up the 17th street canal levee which poured directly into the lakeview area??? OR, why did "they" also flush out residents of St. Bernard parish which had in some parts of it over 20 feet of water and is once again predominantly white? Is this another bigger part of the ever widening cover up? Or what about the fact that the 9th ward wasn't flooded from only a barge breaking through a levee, surge also overtopped the levees because of the water rushing through the
