A NORAD coincidence theory investigation could be far more productive. The prima facie evidence already exists. The chain of command was public knowledge and it's bizarre and macabre that the only time NORAD failed was the 1 day in 50 years that there was a real emergency.
Until 9-11 the odds against NORAD being caught with its pants down were 18,250:1. And that's on a daily basis. If NORAD was a 24/7 operation, which I believe it was, then the odds against such a failure were in the order of 438,000:1 before 9-11.
