I'd have thought that the blind cabbages are going to do anything now. On reason for lots of outer leaf but no heart, is that the soil is too rich. They say ( whoever "They" are) that you should never manure the ground for brassicas the same year you plant there.

This is particularly true of caulis which will not hearten up at all if give too much shite.
Bit like your average office worker really.
