Missile defense systems can only shoot down ballistic and cruise missiles, neither of which I imagine Armenia has trained on Azerbaijan.
I think Scud missiles are considered ballistic and if they are then we do have ballistic missiles in place. This is one of the things that prevents Azerbaijan from attacking, though there are also other things preventing an attack too, this one I would think makes those in Baku who could start the war to think twice.
And not just SCUD missiles, what about atillery? Anyway, a U.S. presence would severly limit Armenia and Karabakh's capacity to engage in military action if the ceasefire were to break.
