The article mentions the possibility of it being "a dog with a severe case of mange" and that's exactly what it looks like... Poor thing ... Someone should have tried to help it instead of shooting it.

And what's wrong with that? people eat bugs, and worms and stuff, it's called Survival. Here in the West, a mangy dog (certainly not a prairie dog)is a curiosity, that speaks volumes really I mean really?
Do I really love dogs? you must know that I do. If I were starvin,' would I eat a dead dog yes indeed.

It is a dog that has been hung. Unfortunately, cruel people hang the dogs when they don't want them or when they fail to please them. That would be the reason for the elongated neck. Google search "hanging dogs" I think you'll get your answer.
