It's not a "human right" to feed the birds. Birds should be able feed themselves; they've been doing it for thousands of years.

And I can totally understand the nuisance aspect. Birds will fight over food that's left out and, depending on the species, can cause a terrible racket.

Don't even get me started on the tourists who feed the seagulls. I've gotten pooped on because of that... and I wasn't the one doing the feeding!
