I've seen some pretty interesting safety in Brazil - in a suburban area a phone worker had braced an extendable ladder against a telephone pole, and was at the top doing his work. The feet of the ladder were neatly braced against the asphalt of the road, three feet out into the traffic lane, with no warning cones or anything, so it required a quick swerve when we came around a corner and discovered the ladder in our lane.

I was in the Dominican Republic for a while a few years ago. Power lines are not insulated at all, and wires are joined by twisting them together at the ends. I was told that many people are killed by low hanging or downed power lines as they zip around back roads on mopeds. I almost got clotheslined by a live wire while riding a horse.
At least they shut down all the power at night.
