Wait, what? You have to have a licence to watch TV? Is it a moneymaking thing, or do you have to pass a test?

The TV licencing money funds the BBC.
Every household that has a TV has to buy a licence every year. Currently a colour TV licence costs £135.50 and a black and white licence costs £45.50.

This include TVs in computers. Whether you have one TV or one in every room, you just need one licence.
No tests are necessary! Though without a licence you will be heavily fined and possibly jailed.

Canada has the CBC, and we don't have to pay a licensing fee.
The whole thing seems sillier than the excuses.
