Well, I guess parents have rights to be dumb, too. In this case, the mother obviously doesn't care if her son is shot by cops if they mistake his toy gun for a real one, or if her daughter is hit by a car while playing in the street in her toy VW (without a helmet, by the looks of it).

Can we assume that the "pavement" means driveway? If so, does that mean that the police took great offense to some kids playing on private property?

"Pavement" is sidewalk, so it was on public property.

What? You have got to be kidding me. The gun doesn't look any thing near to real and you can't tell me a cop can't tell the difference in broad daylight in the middle of the street. How would this even be a minor risk that the kid would be shot?
And as for the helmet on the kid in a battery operated vehicle a whole 3 inches off the ground moving at 3 MPH, What is the color of the sky in your world.
