There are actually UN mandated guidelines on the needs of children that include spirituality. "Spirituality" in this context however does not equal religion. It may encompass religion, but not necessarily (especially if the kid is atheist.)

In any case, it's not up the humanists to provide a chaplain for candidacy; humanist students need a humanist chaplain if indeed chaplains are necessary as the Feds have decided.
So, when will the Feds look after the student needs they have used to justify the policy? When will they find and employ the humanist chaplains?
