On a serious note, check out how reddened his nose is - the tell-tale burst capillaries of a hard-core alcoholic. Could explain the redness of his hands and ears as well - all capillary-rich environs subject to damage by prolonged heavy boozing.
The only other possible explanation that sprang to mind was "Raynaud's disease", a condition in which capillaries in the extremeties, nose, and ears go into spasm when coming into contact with cold air or objects. More or less simply an over-reaction in the body's normal response to cold temperatures. When the capillary spasm finally subsides, blood rushes in and the affected areas turn bright red. If he had the condition I would sympathize (if it was anyone other than Bush) as I have it myself and it's very uncomfortable. But my money is on the damage from heavy boozing explanation.

I'd bet money it's a skin condition related to stress. Two of my law school classmates had something similar and that's what they were told was the ultimate cause. One of them had hands that looked red and blotchy and were peeling. I wonder if Bush's hands peel? Or if he's wearing ointment and then gloves to bed every night?

There's a video circulating on the Internet of Bush at a wedding reception, apparently in the early 90s, in which he was obviously drunk as a skunk. Bush has said he has been a teetotaler since 1985.
I used to think that he was telling the truth when he said he had no longer had an alcohol problem. Having seen that video, now I just don't know.

I've thought Bush has epilepsy for a while now.
He "fell" and choked on a pretzel.
He often has bruises on his face.
He can't talk well, and has trouble with word recall. (side-effect of heavy meds)
He needs to be asleep early, and get his beauty rest, which is something anyone with epilepsy will tell you is important.
He's an angry, bitter man, which I've run across with male epileptics in the past. They often go through self-medicating periods in their lives.
Would explain why they won't release his medical records, AND why they kicked him out of the TANG.

Nicosia had received 20,000 pages of internal FBI surveillance files in 1999 through a Freedom of Information Act request. At the time, he was researching "Home to War," a chronicle of the Vietnam protest years. But the release came too late for use in the book, which was largely about Vietnam Veterans Against the War. As I was reading a Newsweek magazine while sitting in the waiting room at my dermatologist, I was struck by a photo spread showing two full page face shots of Kerry and Bush. Kerry's skin looked great, but Bush showed the exact same symptoms as I have, small blotches from capillary ruptures caused by rosacea and dermatitis. So as much as I hate Bush, excuse me if I don't find any humor in poking fun at his medical condition.

btw, the mythological "drunk's nose" (a la wc fields)is actually caused by a condition called acne rosacea. it also causes the enlargement of the nose (a la wc fields). acne rosacea is aggravated by alcohol consumption, however, as well as by hot drinks.

I can't speak to his hands but I have believed for sometime that he has rosacea.
But I've never heard of rosacea affecting the hands.
Rosacea results in an enduring redness, particularly on the nose and checks. Sometimes it can look like acne, other times it just looks like a sunburn. It also causes swelling and growth of tissue on the nose if left untreated.
Some people mistakenly associate the red-face of Rosacea sufferers with signs of alcoholism (like WC Fields, who had rosacea).
As for Bush's hands, my guess is they are probably just calloused from all the "clearing brush" he did at his ranch for the photo ops. He's never been a rancher and his hands aren't used to that kind of hard work.

George W. Bush has an alcohol problem. He is going to have an alcohol problem for the rest of his life. The real question is, how does he deal with it? smiley, your description is not quite correct. "Drunk's nose" is a condition called rosacea rhinophyma, and is caused by a thickening of tissue under the skin. Tertiary rosacea often causes unsightly raised skin lesions across the nose and cheeks, but Bush's condition does not appear to be as advanced as that. Bush has been seen in the past with red scars on his face from removal of unspecified lesions, most likely a biopsy for basal cell carcinoma. The red fingers are possibly caused by Bush not washing his hands after applying his oinmnents.
I just want everyone to know that rosacea affects about 20% of the population, and there is no cure, treatment to keep it in remission is pretty damn expensive, so have a heart and quit bashing Bush over a condition that makes a lot of us extremely self-conscious.

Just to play devil's advocate for a few moments -- it depends on where the picture comes from. Many photographs published by large website on the web have had the number of colors they contain reduced to cut down on file size. This is a fairly standard proceedure that can produce wierd results when you look at the photo up close. Anyway, I don't know the source of the photo so I can't say if it's had its palate shrunk for the web.
Personally, though, I think it's from his fingerpainting class he has with his art tutor to reward him for his progress in his reading class...

Watch very closely, often when Bush gets off that helicopter (Marine One?) at the Whitehouse, he does this suppressed drunk-burp (like Otis on the old Andy Griffith show).
Also, someone else mentioned elsewhere something else I've noticed -- that when he stops speaking, he moves his lips/mouth in an odd fashion. Reminds me of Tardive Dyskinesia, something that's a side effect of long term use of drugs used to treat schizophrenia. Probably a side-effect of long term recreational drug use, too.
It might all be nothing, but there should probably be a serious discussion on all this.

Bush has been seen in the past with red scars on his face from removal of unspecified lesions, most likely a biopsy for basal cell carcinoma. The red fingers are possibly caused by Bush not washing his hands after applying his oinmnents.
I just want everyone to know that rosacea affects about 20% of the population, and there is no cure, treatment to keep it in remission is pretty damn expensive, so have a heart and quit bashing Bush over a condition that makes a lot of us extremely self-conscious.

Rosacea is indeed a common condition, but any major differential takes into account the personal history, both recent and past, and in Dubya’s case, liver and medication related conditions should be a prominent part of the differential.
In Dubya’s case, his erratic behavior, peculiar speech, labile affect, persistent irritability and odd demeanor along with his checkered history certainly raise a lot of persistent questions, which people would be remiss to not consider, being how his judgement certainly has major impact on decisions of major importance on American lives and American communities. Pointers to a fundamental etiology for instability or poor judgement are certainly cogent.

Once again, on behalf of all rosacea sufferers like myself, oh thank you ever so much for repeating that stereotype of flushed skin meaning alcoholism.
There are many things that can cause rosacea flushing, such as eating spicy food, avocados, yogurt, etc, or exposure to sunlight, extreme temperatures, etc. But everyone thinks we're drunks due to false stereotypes. Lovely.

charlie - get over it. I, for one, know that alcohol abuse isn't the only thing that causes rosacea, because my lifelong teetotaler mother has it.
It is, however, a contributing factor to rosacea in some, perhaps many, cases, and everyone knows that Bush was a hard-core drunk for at least 25 years.
So stop being so overly sensitive. Saying that Bush is blotchy because he's a drunk is not the same as saying all people who have blotchy reddened skin are drunks.

I've thought Bush has epilepsy for a while now.
That identifies him as the Roman emperor Caligula. I've seen people in the blogosphere calling him Little Boots. He certainly isn't Julius Caesar.
BTW, since everything happens faster in our postmodern times, if Bush indeed is impaired in this fashion it suggests that the "Bush Dynasty" has reached the point of degeneracy already.

Jeez, people, you never heard of "Gin Blossoms"?
I'm not a partisan joker, I'm the son of an alcoholic. My father has the exact same skin condition. It's the result of long-term alcoholism. Look at a picture of WC Fields for a textbook example.
If Bush really did give up drinking at 40 as he claims, all I can say is that he DRANK A LIFETIME'S WORTH in that period.

chas_m, WC Fields had rosacea, in fact, he's the unofficial "mascot" of the Rosacea Society. His famous bulbous nose was due to rosacea rhinophyma.
Let me reiterate, since you people don't seem to get it. Chronic drinking does not give you red splotchy skin. Chronic drinking gives people with rosacea red splotchy skin. Since about 20% of the general population has rosacea, there are a lot of alcoholics with reddened skin, but there are far more who show no such symptoms.

I agree that there is some shift in color and saturation due to JPEG compression. The red and yellow blotchiness on his fingers is a common side effect of that type of photo manipulation.
However...
This sort of color shifting is generally an exaggeration of something that's already there. I don't doubt that there's some kind of discoloration on his hands, even if it's not as dramatic as it appears in the photo. As for the curtains behind his hand, they show the usual signs of compression, but not the strong color shifts that his hand does. There had to be some contrast in the skin tones of his fingers in the original image to get that strong over-saturated effect.
As for his face, the effect is not nearly as strong. The color may be a little exaggerated, but that's a red nose.

I am an internist for the last 25 years.
Liver dysfunction causes a decrease in the testosterone/estrogen ratio (yes men have estrogens, too), and that causes the opening of little blood vessels in the skin. Bush's nose and cheeks have blotches of dilated blood vessels. His red hand is the "palmar erythema" of (pre-)cirrhosis. Has he taken up drinking again? Or did he just do that much damage when he was younger?
Don't make fun of others' afflictions.
