It really isn't a question of grammar, or of a Freudian slip.
But after the cumulative total of misstatements and verbal faux pas (rats; how does one make "faux pas" plural! High school French, don't fail me now!), even sympathetic observers have to wonder:
does he even know what he's talking about? Does he care?
Molly Ivins likens Bush to oil men from West Texas, the guys you might have lunch with the the Petroleum Club in Lubbock. I know the type. Nice guys, who can't always articulate what they mean, but you usually get the idea between the gaffes and the mistakes and the malapropisms.
But it just confirms your relief, as Molly says, that these guys aren't running the country.
It isn't even a question of Bush being stupid, you see. It's just further evidence that he really doesn't care what he says, because he knows what he means, and if you don't understand him, well, he doesn't care about that, either.
Governance, however, is all about being clear about what you mean, and saying precisely what you mean to say. It's all about communication.
Which is why people like Jefferson and Franklin and Madison, were such good writers.
And why Bush is unfit for the office.

It funds construction of three new state-of-the-art guided missile destroyers to patrol the seas; 42 new F/A-18 fighter aircraft to guard the skies. It provides $4 billion for new C-17 strategic air lifters, which will increase our ability to move forces quickly over long distances. And $200 million will buy more Predator unmanned surveillance aircraft to track and hunt our enemies.
Please note that none of these systems could have been used to prevent 9/11. These are all power projection systems that will be used to kill brown people.
This bill provides $10 billion for systems to defend against the threat from ballistic missiles. Later this year, the first components of America's missile defense system will become operational. This will fulfill a pledge I made to the American people more than four years ago. How could he have promised this before he took office? Faith-based defense systems. Waste of money. It is wellknown that Condi and Bush werre playing Missile Shield instead of concentrating on terrorists.
That's why this bill provides $95 million to help the people of Darfur, in western Sudan. I go with that one, but Colinblow Powell should be taking point on this. Darfur could of gotten him a Nobel Peace Prize and redeemed his reputation but he followed the WH and Rove in doing nothing.

What this 'Bushism' proves, again, is that Bush has no actual comprehension of the words he is saying -- he's just trying to read them and get them right. You can see this also in his odd choices of inflection, which seem to be more to do with getting a whole graf out in one piece than in acutally emphasizing a word or thought. He said what he said, today, didn't correct himself, had absolutely no sense he'd said something ridiculous.

Around the 3:20 mark, he pronounces al-Qaeda with 4 sylables - "al Kah-EEEDa." What the fuck? Is hunting down the actual terrorists so distant from his mind that he's forgotten how to pronounce it?

If you never got past third grade math, this is how it goes:
21 - 3.5 = 17.5
17.5 / 3 = 5.5
5.5% sounds like a lot, but that isn't what happened.
In reality, raises have been in the 3 to 3.5 percent range (more or less) since the Reagan era. If you do annual compounding of the larger number, you get fairly close to 21 percent of the original amount from four years ago.
So yes, they're lying through their teeth with statistics. Doubleplusgood.

Does anyone else think this will be the tipping point? After at least a week of air on Leno, Letterman, Conan, the Daily Show, Howard Stern, etc, leading into the Republican Convention, it seems like this could seep through the consciousness enough to make enough people see that this is serious business and this idiot isn't up to it.

Somewhat OT: has anyone considered the posibilty that the NYC terror warnings serve a dual purpose of making Smirk look courageous in attending the convention, while providing a rationale for Sneer to stay in his "undisclosed location" for the duration? If I was running the show I would want to keep Sneer off the stage anyway I could. Speaking as a former "soccer mom", he creeps me out.

Maybe it's my memory playing tricks on me, but didn't this particular preznit once pull a similar gaffe in one of his speeches where he "accidentally" called it the "war on freedom" either during the Afghanistan invastion or the 2002 SOTU Address?

You see the video of this? He was READING it, in measured segments, as he usually does with a prepared soundbite.
I swear to God, HE GOT IT RIGHT! Right off the script!
Can anyone conjure up a reason why this incredible faux pas would be scripted that way, verbatim? He did not at all seem confused, nor did he stammer, as whenever he has that famous disconnect going between him and the material; he just looked like he was performing what was there on the page, one chunk at a time.
I am telling you, it honestly did not appear to be one of W's classic fuckups! What was up with that??

I think Barry's on to something. That remark was couched in a classic rhetorical mode: repititious reinforcement.
The "and so/neither do we" phrase is too pat to have been cooked up in Chimpy's head. Somebody wrote it for him.
Why?
A) I makes him look more like the "common man," i.e., capable of misspeaking himself, as anyone would.
B) Someone in the upper echelons of the administration deliberately wants to make Dubya look bad. (Mind you, that's not a tough assignment.)
C) He spoke the truth for the first time in his life. (Yeah, right...)
