After reading this, I had to flip the bird several times (in the general direction of my boss' office) to see if I've been doing it right. My palm is open, my other fingers are pulled down, and my thumb is out. Clenching my fist to flip the bird feels unnatural.

And even then it took some time to get from the Pentagon to Condaleeza, as I understaned it. They even told us the timeline of the notification, so now somehow it's "old news?"
